Assalamualaikum, and welcome back to Top20Series. Pakistan’s national shipping corporation is also known as PNSC, which stands for Pakistan National Shipping Corporation. There was a time when this corporation was considered a large shipping corporation in the Pak-Hind subcontinent. Also, when you look up its name on international lists, there was a time when PNSC was among the bigger companies worldwide. Then the corporation met its downfall.
Its fleet of ships was gradually reduced to 7-9 vessels. Currently, the corporation owns 12 vessels, with 7 oil tankers and 5 bulk carriers. So, how did a large company meet its downfall? After all, a shipping corporation doesn’t carry many passengers. It is impervious to pandemic-related restrictions. Other circumstances don’t affect it much either. When you consider the Covid-19 pandemic, shipping was among the least affected trades during that period, especially considering this shipping sector didn’t involve onboarding passengers.
Then why did PNSC suffer this fate? Despite having a bigger fleet and a good reputation, why did it meet its decline? How is it trying to get back on its feet now? Before going into its history, let’s discuss what happened when Pakistan was formed. There’s this famous saying, but I can’t verify its authenticity though. The way it goes, Quaid-e-Azam met Cowasjee, who was a Parsi trader and businessman. Quaid-e-Azam discussed the possible demand for shipping in Pakistan. He told him about the Karachi Port and informed him that he wanted the industry up and running.
Every newly-formed country seeks help from successful businessmen. Cowasjee was among the first to invest in shipping. The shipping was thus named East & West Shipping. I’d also like to mention that the first vessel to be registered in the newly-built Karachi Port was known as the SS Fatima, owned by the East & West Company. Another major company that emerged after the formation of Pakistan was the Muhammadi Shipping Corporation, which also had a good fleet of ships. So these were the first two major shipping companies in Pakistan. Later on, the need for a national fleet arose.
That’s when the NSC (National Shipping Corporation) was formed. The national shipping ordinance was passed in 1963, that’s when the National Shipping Corporation was formed. The NSC had nearly 9 board of directors, with a small capital share. All the owners were private investors. The company bought its first vessel in 1965. The fleet gradually increased to 71 until East and West Pakistan were divided. Parallel to this company, the private ones were also in operation. The Muhammadi and East & West shipping corporations. Then we all know what happened in 1971. East Pakistan separated from West Pakistan to become Bangladesh.
Some of NSC’s vessels were also taken away by Bangladesh. When East and West Pakistan partitioned in 1971, the fleet at NSC was reduced to 57. Later, stepped in Zulfiqar Ali Bhutto and the decision he made almost led to the end of Pakistan’s shipping industry. He started nationalising all private corporations. All of Pakistan’s industries became nationalised, no one could operate a shipping company privately. After the nationalisation of all industries, including shipping, all private companies were closed down.
Of course, they were compensated, but there was dissatisfaction all around, since said compensation was lower compared to the open market. The private companies were also paid based on book rate. This deterred the shipping industry, and the company formed out of this was known as PSC, Pakistan Shipping Corporation. There were two companies. The NSC, and the PSC- I making a mistake over here. They were initially called the National Shipping Company and the Pakistan Shipping Company, they became corporations later on.
